How would i create a delay on time between a video camera and a television showing the image?

I want to link up a video camera to a television so you can see the video on the television, kind of like a webcam.

But the tricky part is, i want there to be a delay on the recordings that the camera takes in, to it showing you on the television, of say, 20 minutes.

For example, if people walk into the room and the video camera records them, in 30 minutes the people walking into the room would be shown on the television.

This should not be too difficult. Most TV capture cards come with DVR software that allows you to actually pause a live program. Of course nothing is really being paused, it just starts recording to your hard drive. Here's what you do: Select the camera as your video source, start recording, then press Pause. After 20 or 30 minutes press Play. The camera will continue recording while playing back what already happened.
