Old time TV's (back in the 70's) used RF remotes. Pretty handy as you didn't need to be a sharpshooter to aim them just exactly right in order for them to work. But they had the bad effect of changing the neighbor's channels, too. So manufacturers switched to IR remotes.
So, you could buy an extremely powerful RF remote that conceivably could change channels on Venus. But it won't do you any good because the TV sets are still looking for an IR signal. What you would need is a powerful RF remote with an RF receiver that converts it to IR and is aimed at the TV's sensor. So it would do YOU whatever good is needed, but still won't affect your neighbor.
